Transport department orders strict enforcement of 45% student fare discount

KATHMANDU: The Department of Transport Management has directed all public transportation operators to strictly implement the existing 45 percent fare discount provided to students across the country.
Issuing a recent circular to transport entrepreneurs and concerned stakeholders, the department urged full compliance with the student concession policy, warning against any negligence in its enforcement.
Letters have been sent to key transport bodies, including the Nepal Transport Entrepreneurs National Federation, the Public
Transport Central Federation, and Sajha Yatayat Cooperative Ltd., reminding them to respect students’ legal right to discounted fares.
The move comes amid a rise in complaints that many public vehicles have been denying the mandated discount, particularly after rising fuel prices.
Numerous grievances have been filed through the “Hello Government” platform and complaint boxes, with students reporting that they are often refused concessions despite presenting valid identification cards.
According to the department, there have also been reports of drivers and conductors misbehaving with students and refusing to honor the discount even after verification of student identity cards.
The department recalled the government’s decision made on March 3, 2009, which established the 45 percent fare discount agreement for students, a policy that has been in place since then.
Officials have warned that strict action will be taken against any public transport operators who fail to provide the mandated discount or who misbehave with students.
Enforcement measures will be initiated if violations continue.
