Science Ministry starting from zero: Mahabir Pun

KATHMANDU: Newly appointed Minister for Science, Technology and Innovation, Mahabir Pun, has said his ministry is being built “from zero,” describing major institutional and structural challenges on his first day in office.

Taking charge, Pun acknowledged that unlike other established ministries, the new portfolio lacks ready systems, staff structures and operational frameworks, requiring work to begin from the ground up.

He said the government has already moved to draft a Science, Technology and Innovation Act to provide legal backing and institutional direction for the ministry.

Officials have begun preparing a bill to formalise its mandate and operations.

To define staffing needs and organisational structure, the ministry has also decided to conduct an Organisational and Management Survey (O&M).

The study will determine required personnel and help streamline internal divisions for faster and more efficient delivery.

Pun also announced plans to consolidate scattered research and innovation-related work currently spread across different ministries, aiming to bring them under a unified, coordinated system.

Sharing updates on social media, he wrote that everything in the ministry is being started from scratch, but expressed confidence in moving forward, saying: “We are determined to move ahead. Watch us.”
