Budget writing for new fiscal year begun

KATHMANDU: Ministry of Finance has issued budget guidelines for the upcoming fiscal year 2083/84, ahead of the constitutional deadline of May 29 for presenting the national budget in Parliament.

Deputy Secretary of the Finance Ministry, Tanka Prasad Pandey, confirmed that the guidelines have been circulated to all government ministries.

The directive outlines key priorities that the budget will focus on, with an emphasis on fiscal discipline and prudent spending.

“The budget preparation guidelines have been finalized. They indicate the thematic priorities for the upcoming fiscal year,” Pandey said. “The Ministry of Finance wants the budget to focus on disciplined and efficient expenditure. Accordingly, all ministries have been advised to remain alert and sensitive while preparing proposals.”

The ministry has instructed that only fully prepared projects, initiatives ready for immediate contracting, and those listed in the project bank should be submitted for budget allocation. This approach is intended to streamline spending and avoid delays.

Pandey added, “Budget ceilings have been communicated to all ministries. Proposals this year are lower than last year’s, reflecting a focus on fiscal prudence.”

The source estimation committee, led by the Vice-Chair of the National Planning Commission (NPC), has already assessed revenue and foreign aid prospects and submitted its report. The Finance Ministry plans to use these assessments as the basis for allocating budget ceilings to various ministries.

The upcoming budget will also align with the new government’s priorities and address pledges outlined in its manifesto, officials said.
