Aam Janata Party unveils reform-driven manifesto for March 5 parliamentary elections
The party has proposed a directly elected executive system, under which the Prime Minister and Chief Ministers would be elected directly by the people.
KATHMANDU: The Aam Janata Party, led by Prabhu Sah, has unveiled its election manifesto for the upcoming House of Representatives polls scheduled for March 5.
The manifesto was made public amid a formal event in Kathmandu on Wednesday, outlining sweeping structural reforms across governance, economy, education, healthcare, infrastructure, agriculture, energy, and foreign policy.
Direct Executive System, Electoral Reform
The party has proposed a directly elected executive system, under which the Prime Minister and Chief Ministers would be elected directly by the people.
It has also pledged to adopt a fully proportional representation system at federal and provincial levels.
The manifesto guarantees a constitutional provision ensuring the “Right to Recall,” allowing voters to remove elected representatives before the end of their tenure if they fail to perform.
Additionally, the party proposes a constitutional cap preventing the government from imposing taxes exceeding 20 percent of GDP.
It has also pledged to review existing provisions granting citizenship to non-resident and foreign nationals.
Anti-Corruption and Judicial Reform
The Aam Janata Party has committed to establishing a special legal mechanism that enables direct public oversight in combating corruption.
Government expenditures and development project details would be published online to enhance transparency.
It has also vowed strict action against policy-level corruption, including confiscation of assets belonging to political leaders or individuals found guilty.
Full digitization of the judiciary and a transparent judicial appointment system are also key reform agendas.
Employment Guarantee and IT Hub Vision
Under its “One Household, One Job” program, the party has pledged to guarantee employment and provide unemployment allowances to job seekers.
It aims to transform Nepal into a Global IT Hub, offering seed capital ranging from Rs 1 million to Rs 2.5 million to young entrepreneurs.
The manifesto further ensures that every student will be required to acquire at least one advanced technical skill.
Free Basic Services
The party has pledged to build a fully literate nation through smart classrooms and a “One Local Level, One Playground” initiative.
In healthcare, it has promised digital health cards, free treatment for serious illnesses, and specialist hospitals in every municipality.
Basic services including education, healthcare, drinking water, and electricity would be provided free of cost.
Infrastructure, Energy and Housing
The manifesto outlines plans to upgrade major highways, implement high-tech road safety monitoring systems, and develop organized public parking facilities in major cities. It also proposes expanding optical fiber networks along highways to create digital corridors.
The party has pledged to boost electricity production and exports, while promoting bottled water internationally under the “Himalayan Origin” brand.
For landless citizens, it proposes vertical housing projects and the planned development of new cities.
The Aam Janata Party says its manifesto represents a blueprint for structural transformation aimed at ensuring stability, prosperity, and inclusive development in Nepal.
