While there is widespread concern about what historical facts, reasoning, and constitutional basis the President has withdrawn the bill, Nepal Khabar has discovered the full text of the President’s 15-point written message to Parliament.

With a 15-point text, the President returned the Citizenship Bill to Parliament. In her text, she also attempted to explain why KP Oli’s ordinance was validated and why the current bill was withdrawn.

The President delayed the Citizenship Bill for 15 days after receiving it for verification, claiming it was for study. On Sunday, after 15 days, he returned the bill to parliament with a 15-point text.
