NHRC report on Gen Z movement: What it reveals (full text)

KATHMANDU: The National Human Rights Commission (NHRC) has released its investigation report on the Gen Z protests held on Bhadra 23 and 24, concluding that serious human rights violations occurred during the demonstrations and subsequent state response.

The report, prepared under a committee led by member Lili Thapa, was made public on Wednesday. Based on its findings, the commission has identified former Prime Minister KP Sharma Oli, then Home Minister Ramesh Lekhak, and then Minister for Communication and Information Technology Prithvi Subba Gurung as responsible parties in human rights violations during the protests.

The NHRC concluded that state mechanisms were involved in excessive force and other forms of rights abuses during the unrest, and has recommended further action against political and security leadership involved in the incidents.

In a separate finding, the commission also flagged the incident involving the release of detainees from Nakkhu Prison, recommending a detailed investigation into the alleged involvement of Rabi Lamichhane, the chairperson of the Rastriya Swatantra Party (RSP).

The report states that the incident may not only constitute a human rights violation but could also amount to a criminal offense, calling for a deeper and more detailed investigation into Lamichhane’s role.
