UML Chief Whip objects over Ministers’ breach of House rules

KATHMANDU: Main opposition party, the CPN (UML), has raised strong objections in the House of Representatives over what it called repeated violations of parliamentary decorum by government ministers.
During Thursday’s meeting of the House of Representatives, Chief Whip of the CPN (UML), Ain Bahadur Mahar, lodged a formal objection claiming that ministers had disregarded established parliamentary rules and dignity.
Mahar drew the attention of Speaker to an incident where two ministers walked between the Speaker’s chair and a lawmaker while MP Ramesh Malla was speaking in the session.
He said such actions violate Rule 20(6) of the House Regulations, which clearly prohibits crossing between the Speaker’s seat and a speaking member.
Calling the incident a serious breach of parliamentary etiquette, Mahar stated that respecting the dignity of the House is the responsibility of all members, especially those in the government.
He further alleged that ministers have repeatedly ignored parliamentary norms, weakening institutional decorum.
He urged the Speaker to issue a clear ruling to prevent similar incidents in the future and ensure that parliamentary discipline is strictly maintained.
