Parliament fully committed to ending caste-based discrimination: Speaker Aryal

KATHMANDU: Speaker of the House of Representatives Dol Prasad Aryal has reaffirmed that the Federal Parliament is fully committed to the eradication of caste-based discrimination and untouchability in Nepal.

Speaking at a program organized by the National Dalit Commission in Lalitpur on the occasion of the National Day for the Elimination of Caste Discrimination and Untouchability, Speaker Aryal said Parliament is deeply aware of the long-standing struggles, pain, and challenges faced by the Dalit community and is determined to address them seriously through legislative action.

He stressed that ensuring dignity, security, equal opportunity, and justice for Dalit communities is essential for building a truly just and inclusive society. According to him, eliminating caste-based discrimination is not the responsibility of the government alone but a shared duty of the state, political parties, civil society, media, and all citizens.

Highlighting key strategies, Aryal emphasized that social awareness, effective legal enforcement, and economic empowerment must move forward as three core pillars of change. He noted that social transformation alone is insufficient unless the Dalit community is also economically empowered.

Recalling the constitutional guarantee under Article 40 of the Constitution of Nepal, he said real change can only be achieved when constitutional provisions are fully implemented in practice.

“As the Speaker of the House of Representatives, I would like to clearly state on behalf of the Federal Parliament that we are fully aware of the problems, pain, and challenges faced by the Dalit community. We are committed to ensuring dignity, security, equal opportunity, and justice. We will remain active in protecting and promoting Dalit rights by aligning national laws with international commitments. Parliament is always ready to guide the government on policy matters and amend relevant laws when necessary,” he said.

He further pledged that Parliament will positively advance all meaningful proposals related to the mainstreaming, empowerment, and equal participation of the Dalit community. He also reiterated commitment to effective implementation of international human rights conventions in harmony with national laws.
