KATHMANDU: Lawmakers from the CPN-UML have raised serious questions over the intent and conduct of Prime Minister Balendra Shah (Balen), accusing him of bypassing Parliament and showing disrespect toward the legislature.

Speaking in the House of Representatives, Chief Whip of the CPN-UML, Ain Mahar, alleged that the Prime Minister has been “evading Parliament and undermining its dignity.” He claimed that the government has failed to respond to public concerns and is not acting in a manner accountable to the people.

He further stated that the government must remain responsible to Parliament as per Article 76(10) of the Constitution and ensure that citizens’ voices are heard and properly addressed. Mahar also pointed out that provisions under Rule 56 of the House of Representatives Rules of Procedure, 2079 BS, have been ignored.

According to him, Parliament cannot proceed effectively if its rules and procedures continue to be disregarded.

Other lawmakers, including CPN-UML’s Yug Raj Dulal, Shram Sanskriti Party’s Aren Rai, and Rastriya Prajatantra Party (RPP) lawmaker Khushbu Oli, also echoed similar concerns, insisting that the Prime Minister must be present in Parliament and respond to legislative queries.

They collectively stressed that the government must respect parliamentary norms and ensure regular accountability to the House.
