KATHMANDU: Nepali Congress Chief Whip Shyam Kumar Ghimire has said that the number of provinces, municipalities, and federal lawmakers in Nepal is excessively high and needs reconsideration.

Speaking at a program in Kathmandu on Friday, Ghimire stressed the importance of reviewing the existing federal structures, citing the country’s weak economic capacity to sustain them.

He noted that the constitution can be amended if necessary, and while the current government has included constitutional amendment in its agreement document, it remains a challenging task.

According to him, even after a year in office, the government has not been able to decide which specific areas should be amended.

Ghimire clarified that amendments to issues like the governance system and electoral model would be difficult, but changes in other areas could be more manageable—though they might not carry significant meaning.

He further admitted that the constitution has not been fully implemented.

During the drafting process, he said, some provisions were overly ambitious and impractical to enforce, leading to challenges in implementation today.
