Harka Sampang walks out of Parliament
Following the Speaker’s refusal, Sampang left the meeting hall carrying his black bag.
KATHMANDU: Harka Sampang, chairperson of the Shram Sanskriti Party, walked out of the House of Representatives on Wednesday once again, continuing his ongoing protest by boycotting the parliamentary session.
The incident took place after Speaker Dol Prasad Aryal declined to issue a ruling directing that the Prime Minister be summoned to Parliament to respond to lawmakers.
At the beginning of the session, Sampang stood in the House holding a placard, demanding that the Prime Minister be made accountable in Parliament and required to answer questions from legislators. He also insisted that the Speaker issue a formal ruling under parliamentary procedures.
However, Speaker Aryal reportedly responded that he did not need instructions on what rulings to issue, a remark that further escalated tensions inside the chamber.
Following the exchange, Sampang left the meeting hall carrying his black bag, staging another walkout in protest.
Speaking to journalists outside the Parliament building, Sampang said he would continue to leave sessions until the Prime Minister appears in the House. He argued that lawmakers must have the opportunity to question the head of government directly, adding that parliamentary accountability should not be avoided.
He also criticized the Speaker for not giving a clear ruling on his demand, saying he either wanted the Prime Minister to be summoned or to be formally removed from the session. He added that Rule 15(2) of the parliamentary regulations supports his right to raise such questions, and questioned why the Prime Minister avoids direct answers in Parliament.
