Harka questions Shah’s absence in Parliament

KATHMANDU: Harka Raj Rai (Sampang), chair of the Shram Sanskriti Party, has called for the resignation of Prime Minister Balen Shah, accusing him of failing to remain accountable to Parliament.

Speaking at the beginning of Thursday’s House of Representatives session, Rai argued that the Prime Minister is constitutionally and procedurally required to respond to questions raised by lawmakers under parliamentary rules.

He said the Prime Minister should “step aside and create a way forward” if he is unable to fulfill his duties.

Rai also raised concerns over what he described as the Prime Minister’s failure to respond to questions related to the Ministry of Home Affairs, defense issues, and border security.

He claimed this silence undermines the dignity and authority of Parliament.

Referring to parliamentary rule 15 (2), Rai repeatedly questioned whether the head of government is obligated to answer questions raised by MPs in the House.

He further suggested that failure to do so raises concerns about to whom the Prime Minister is actually accountable.
