Dulal calls for stronger govt accountability to Parliament

KATHMANDU: Opposition party chief whip of the Nepal Communist Party, Yuvaraj Dulal, has stressed the need to make the government fully accountable to Parliament, saying the legislature must function as an effective platform for resolving public issues.

Speaking during the theoretical discussion on the report of the House of Representatives Rules Drafting Committee 2083 on Monday, Dulal noted that parliamentary democracy is often criticized and emphasized the need to prove such perceptions wrong through performance.

He said Parliament should not be seen merely as a forum for debate but as a responsible institution that delivers results and amplifies citizens’ voices.

“There are many criticisms about parliamentary democracy. It is often described as a place only for talking. Therefore, it must be established that it is not just a talking shop, but a place for action and a dignified institution representing the people,” Dulal said.

He further added that in many countries parliamentary systems face scrutiny, and Nepal’s legislature should operate in a way that avoids such criticism.

Dulal also stressed that maintaining the supremacy of Parliament requires ensuring that the government remains answerable to it.

He called for clear constitutional and procedural provisions to make the Prime Minister and ministers directly accountable to the legislature.
