KATHMANDU: Arjun Narsingh K.C., a senior leader of the main opposition Nepali Congress, has raised serious concerns over Prime Minister Balen Shah’s absence from Parliament, questioning whether he even considers himself part of the legislative institution.

Speaking during Thursday’s House of Representatives session under special time, K.C. asked whether the Prime Minister is “an integral part of Parliament” or not, and accused him of behaving like an “emperor of a separate island” rather than a responsible head of government.

Highlighting the government’s role in disaster management, K.C. said it is especially concerning that the Prime Minister—who is also handling the Home Ministry portfolio—has not been present in Parliament at a time when effective coordination is needed.

He stressed that disaster response must be taken seriously at the highest level of government.

“The Prime Minister himself is also the Home Minister. Disaster management is a serious responsibility of the Home Ministry. Is he part of this Parliament or not?” K.C. remarked, adding that governance cannot be improved without a structured and accountable approach based on lessons from past failures.

He further urged the government to prioritize effective disaster management and adopt a long-term, systematic action plan rather than repeating past shortcomings.
