NC Chief whip Ghimire criticizes opposition over ordinance debate

KATHMANDU: Shyam Kumar Ghimire, the chief whip of the Nepali Congress, accused opposition parties of unnecessarily stirring controversy over the ordinance issued by the government.

Speaking during Tuesday’s session of the House of Representatives, Ghimire clarified that the ordinance had been introduced in line with constitutional provisions.

He explained that the ordinance was aimed at promoting private sector participation in economic liberalization and boosting economic production.

Responding to opposition criticism, Ghimire questioned, “What harm has the ordinance caused? Why is there a need for a ruling and opposition side? Should we remove the provision for ordinances from the Constitution through mutual agreement?”

Ghimire further emphasized that if there was strong opposition, the provision for issuing ordinances should be removed from the Constitution. He also noted ongoing discussions around constitutional amendments, suggesting the possible abolition of the ordinance provision.

He rejected claims that ordinances bypassed Parliament, stating, “Can laws be made outside of Parliament? No, ordinances are not enacted without going through Parliament.” Ghimire concluded by asserting that unnecessary disputes over such issues were unwarranted, and any required amendments to the ordinance could be made within the current framework.
