Election process begins, schedule for submitting closed list of proportionals today & tomorrow

KATHMANDU: The election process for the term of the House of Representatives and the State Assembly begins on Sunday, following the promulgation of the new constitution.

Beginning on Sunday, political parties will submit a closed list of candidates for the proportional election system in order to select new people’s representatives.

The Election Commission (EC) began preparations for the selection of representatives two months ago, but there are 63 days left from Sunday to vote from the time of submission of the closed list. Political parties have two days, Sept 18 and 19, to submit their names to the closed list for proportionality.

From the upcoming elections, 110 members of the federal parliament will be elected using the proportional election system, and 165 members will be elected using the first-come, first-served election system (direct).

All procedures related to the submission of the closed list for the proportional election system will be completed in the Election Commission’s office of the Chief Electoral Officer. The commission has also prepared to implement the election code of conduct within a few days of the names of political parties being submitted to the closed list.

The Commission will appoint the Election Officer and the Chief Election Officer on Sept 27 to start the direct election process. Direct election program will start from Oct 9.

The direct election program will begin on Oct 9. On Oct 7, the offices of the Chief Election Officer and the Election Officer will be established in each constituency in order to begin nomination registration on the same day.

Political parties and candidates will engage in election campaigning following the publication of the final list of candidates and the distribution of election symbols. According to the election schedule, the Commission must complete the printing of most ballot papers, transport voting materials, and appoint polling officers and employees by Nov 11.

Election campaigning will be suspended 48 hours before the polls open on November 20 from 7:00 AM to 5:00 PM, beginning at 12:00 PM on November 1st. The Commission has stated that after the voting process is completed, the counting of votes will begin on Nov 20.

Following the publication of the final election results, the Commission will send a report with the election results to the President within seven days of the announcement of the results.

The new term of the House of Representatives will begin after the President convenes the session on the Council of Ministers’ recommendation.
