UML lawmaker warns delayed laws are hitting Nepal’s development

KATHMANDU: CPN-UML lawmaker Sumitra BC has said that delays in enacting laws necessary for the implementation of the Constitution have adversely affected Nepal’s development process.

Speaking during her farewell address at Monday’s meeting of the National Assembly, BC expressed serious concern that the country is still being run on the basis of laws enacted in 2013, 2020 and 2029 BS, calling the situation alarming.

She said the failure to introduce essential laws on time has directly obstructed development activities.

Emphasizing the urgency of legal reforms, BC stressed the need for immediate amendments to key legislations, including the Public Procurement Act, Forest Act, National Parks Act and Education Act.

The lawmaker also underscored the importance of strengthening inter-ministerial and inter-governmental coordination.

She noted that the development process could gain momentum if the national budget is presented in line with the government’s policies and programs.

Highlighting challenges in regular monitoring, BC pointed to shortages of financial resources and human capital.

She also called for an end to the practice of giving misleading assurances to the public without understanding ground realities.

Additionally, she stressed that there should be a legal provision making it mandatory for all ministries and concerned bodies to implement the directives and recommendations issued by parliamentary committees.
