Probe finds serious flaws in Civil Service Bill, recommends accountability

KATHMANDU: The special parliamentary investigation committee has concluded that a lack of detailed clause-by-clause discussion and failure to review the final amended report before submission to the House led to serious inconsistencies in the report of the Federal Civil Service Bill.

Presenting the committee’s report during Tuesday’s meeting of the House of Representatives, committee coordinator Jeevan Pariyar stated that the errors stemmed from the absence of a proper system to integrate the draft report with the original bill.

He noted that the responsible parties failed to fulfill their duties, resulting in legal inconsistencies, especially between sub-sections 4 and 5 of Section 82 of the bill.

The committee termed the discrepancy between these sub-sections a “serious legal error” and concluded that those involved failed to discharge their defined responsibilities effectively. It further recommended political and moral accountability for political actors, and legal and official accountability for bureaucrats.

To avoid such mistakes in the future, the committee has advised initiating a practice of integrated review and thorough study of both the original bill and the committee’s report before final submission to the House.
