NHRC recommends probe into Rabi Lamichhane
In its report, the NHRC concluded that the incident not only constitutes a violation of human rights but may also amount to a criminal offence under Section 49 of the Prison Act, 2079 BS.
KATHMANDU: The National Human Rights Commission (NHRC) has recommended a detailed investigation into Rastriya Swatantra Party (RSP) President Rabi Lamichhane over his alleged involvement in the release of prisoners from Nakkhu Prison.
In its report, the NHRC concluded that the incident not only constitutes a violation of human rights but may also amount to a criminal offence under Section 49 of the Prison Act, 2079 BS.
The commission stated that evidence suggests the involvement of both Lamichhane and the then prison administrator Satya Raj Joshi in facilitating the release of inmates, including prisoners and juvenile offenders.
Along with Lamichhane, the NHRC has also recommended investigation into RSP lawmakers Manish Jha and Hari Dhakal.
The report highlights contradictions between statements provided by Lamichhane and prison official Joshi. Joshi reportedly claimed he signed release documents under pressure, threats, and intimidation from supporters of Lamichhane.
However, Lamichhane has asserted that the prison administration itself assured him that releasing the detainees was necessary for security reasons outside the prison.
The NHRC noted that these conflicting statements and the seriousness of the incident warrant a comprehensive and independent investigation.
