KATHMANDU: National Human Rights Commission (NHRC) has recommended a detailed investigation into the role of Rastriya Swatantra Party (RSP) lawmakers Manish Jha and Hari Dhakal in connection with the mass prison break from Nakkhu Prison.

In its investigative report on the Nakkhu jail escape incident, the commission stated that the involvement of the two MPs should be thoroughly examined and that legal action should be taken if evidence of wrongdoing is established.

The report highlights contradictory statements in Section 15 regarding former jail administrator (Jailer) Satyaraj Joshi and RSP chair Rabi Lamichhane.

Joshi claimed that he was forced to sign documents releasing Lamichhane due to continuous fear, intimidation, and pressure from his supporters and associates.

In contrast, Lamichhane stated that the jailer himself had requested his release, assuring him that leaving the prison would ensure his safety.

The NHRC noted that although the jailer signed under pressure, his failure to immediately inform the concerned authorities raised serious questions about his conduct.

According to the report, a total of 13,585 inmates, including 974 juvenile detainees, escaped from various prisons during the incident. Ten people were reported dead in connection with the jailbreak, and some of the escaped prisoners were later found to have re-engaged in criminal activities.

The commission concluded that unlawful release and escape of prisoners violated citizens’ right to life as well as the rights of crime victims. It further emphasized that political figures and their associates are equally responsible for upholding human rights and must be held accountable under the law.
