Nepal to fully implement new customs act, rules soon

KATHMANDU: Finance Minister Rameshwar Khanal has confirmed that the newly enacted Customs Act is set to be fully implemented, ending delays caused by the absence of its operational regulations.

Speaking at an event in the capital on the occasion of International Customs Day, Minister Khanal stated that the government has prepared the Customs Act to streamline procedures for the private sector and improve overall customs management.

He added that the rules and regulations needed to operationalize the Act have been drafted and are expected to reach the Cabinet for approval soon, possibly by this evening.

“We introduced the new Customs Act to make procedures easier for the private sector. To fully implement it, the rules and regulations have been drafted, and after Cabinet approval, they will come into effect,” Khanal said.

Addressing concerns about reportedly high penalties under the Act, he emphasized that the government aims to create conditions where penalties are rarely needed.

The Finance Ministry will collaborate with customs authorities and the private sector to minimize the need for punitive measures while enhancing trade facilitation.

Minister Khanal also highlighted plans to introduce a comprehensive customs reform strategy, aimed at boosting administrative efficiency and supporting private sector growth.

He reaffirmed his commitment to a private-sector-friendly approach, promising ongoing efforts to ensure smoother, more transparent customs operations.
