MP Thapa slams urban development ministry’s chaos & budget misuse

KATHMANDU: CPN-UML lawmaker Surya Bahadur Thapa Chhetri has strongly criticized the Ministry of Urban Development, calling it the most disorganized and mismanaged ministry in the current government.

Speaking during Sunday’s House of Representatives session on the Appropriation Bill, MP Thapa said, “The Urban Development Ministry appears to be in utter chaos. It has failed to focus on improving people’s living standards and is instead pushing fragmented projects named after political leaders or even their fathers. This will not lead the country forward.”

Thapa called for the removal of small, piecemeal projects included in the budget, arguing they serve narrow political interests rather than national development.

He stressed the need for a clear and robust federal budget policy.

“Projects worth three crore rupees should not exist merely on the recommendation of lawmakers. If such allocations are made in ministries like Urban Development, Tourism, Sports, or Women, Children, and Senior Citizens, they must be halted,” he said.

He further condemned the prevailing practice of setting a three-crore ceiling for lawmakers while allowing arbitrary use of funds elsewhere, labeling it unfair and non-transparent.

Thapa concluded that projects should be guided by national priorities and long-term vision, not by individual access or influence.
