MP Pandey acuses bureaucrats of pressuring govt. over Civil Service Bill

KATHMANDU: CPN (Unified Socialist) lawmaker Rajendra Pandey has revealed that several government secretaries threatened to resign en masse if the proposed “cooling-off period” provision in the Federal Civil Service Bill is not removed.
Speaking in the House of Representatives on Thursday, MP Pandey accused government employees of exerting undue pressure, which he claims has stalled the much-anticipated bill.
He criticized the government for yielding to such threats and urged it to proceed with the bill without hesitation.
“I have heard that some bureaucrats are threatening collective resignation to scrap the cooling-off period provision. The government must not waver. If 25 secretaries resign, give the opportunity to new joint secretaries,” Pandey said.
He emphasized that policymaking under pressure would reflect poorly on the government and called for unwavering commitment to civil service reforms.
Though the bill had been scheduled for discussion in Tuesday’s House meeting, it was withdrawn at the last minute—something Pandey believes was a direct result of bureaucratic interference. He demanded immediate resumption of the parliamentary process to advance the legislation.
