KATHMANDU: Mitra Baral, Deputy Director General of the Department of Water Resources and Irrigation, has stated that the non-implementation of the Mahakali Treaty has weakened the effectiveness of irrigation projects.

Speaking at the National Assembly’s Committee on Federalism Strengthening and National Concerns on Friday, Baral highlighted that water utilization in under-construction irrigation canals has not been possible as per the treaty provisions.

He emphasized that Nepal still faces challenges in utilizing water according to the Mahakali Treaty and stressed the need for diplomatic efforts to resolve the issue.

Baral also suggested establishing a dedicated surveying team to expedite land acquisition, plot division, and cost estimation processes for national pride and priority projects.

The Mahakali Treaty, signed between Nepal and India on 29 Magh 2052 BS, aimed to promote friendly relations and cooperation in water resource development.

However, its delayed implementation has hindered progress in key projects such as the Sharada Barrage, Tanakpur Barrage, and Pancheshwar Multipurpose Project.
