KATHMANDU: The Special Investigation Committee formed to examine the significant errors found in the report on the Federal Civil Service Bill has concluded that there were serious negligence and procedural lapses during the bill’s drafting process.

Presenting the committee’s findings at the House of Representatives meeting on Tuesday, committee coordinator Jeevan Pariyar revealed that a lack of clear legal consistency between Subsections 4 and 5 of Article 82 constitutes a critical error.

This inconsistency has raised suspicions of interference during the bill’s cooling-off period.

Pariyar explained that the errors arose due to the absence of a proper mechanism to consolidate the draft report with the original bill and insufficient detailed discussion during clause-by-clause deliberations.

Furthermore, the failure of the honorable members to thoroughly review and debate the amended report before its submission to the assembly prevented timely correction of these mistakes.

The report also states that the responsible bodies entrusted with harmonizing the bill drafts did not fulfill their duties diligently.

Consequently, relevant officials and individuals must bear legal, positional, political, and ethical responsibility.

To prevent recurrence of such errors, the committee has recommended instituting a practice of integrated study and adjustment of both the draft bill and the committee’s report.

Highlighting procedural weaknesses within the federal parliament that could affect the bill’s substance and implementation, the committee emphasized the urgent need for clear political and administrative accountability.
