Home Ministry urges lawful, dignified use of national flag
Violations of these provisions carry penalties.
KATHMANDU: The Ministry of Home Affairs has urged all concerned to use Nepal’s national flag strictly in accordance with prevailing laws, stressing that its dignity and prestige must be upheld at all times.
Issuing a statement on Sunday, the ministry said the national flag is a symbol of the nation’s pride and sovereignty, and any misuse would invite legal action.
It appealed to political parties, candidates and the public to respect the flag’s sanctity during all activities.
Citing the Election Code of Conduct, 2082, the ministry noted that political parties or candidates are allowed to use a maximum of 10 national flags during processions, public meetings, corner meetings, door-to-door campaigns or rallies.
The use of the national flag for election promotion beyond this limit is prohibited.
The ministry also referred to Section 151 of the National Penal Code, 2074, which bars any act that insults the national flag or uses it in places or situations deemed inappropriate from the perspective of public morality, decency and good conduct.
Violations of these provisions carry penalties.
To ensure orderly, respectful and honorable use of the flag, the “Procedure on the Use of the National Flag and National Anthem, 2069” remains in force. The procedure clearly outlines standards on the flag’s size, manner of use, hoisting methods, and prohibited practices.
Under the procedure, Chief District Officers are mandated to regularly monitor whether the national flag is being used in compliance within their jurisdictions.
The ministry further warned against acts such as flying the flag upside down, tearing, burning or discarding it, using it for packaging, or exploiting it for commercial advertising. It also prohibits improper use on clothing or the body, and any display that undermines the flag’s respect and symbolism.
The Home Ministry reiterated its call for collective responsibility to preserve the honor of Nepal’s national flag and to ensure its use remains disciplined, dignified and respectful.
