KATHMANDU: The report on the Nepal Citizenship Second Amendment Bill, 2082, was presented in the House of Representatives on Thursday.

Chairperson of the State Affairs and Good Governance Committee, Ramhari Khatiwada, submitted the report following clause-wise discussions and unanimous agreement among committee members.

While presenting the report, Khatiwada expressed gratitude to all officials, civil servants, and members of the Federal Parliament and Secretariat for their formal and informal contributions in shaping the bill.

He stated that the core objective of the bill is to ensure that no eligible Nepali citizen remains stateless, while also preventing non-Nepalis from acquiring Nepali citizenship.

Highlighting a key reform, Khatiwada announced that the bill ends the traditional barrier preventing individuals from acquiring citizenship through their mother’s name.

The new provision allows citizenship to be granted through either parent.

He also informed the House that the committee had received assurances from the Home Minister regarding necessary coordination with the Ministry of Foreign Affairs to address issues related to Non-Resident Nepalis (NRNs) and former Gurkha soldiers.
