KATHMANDU: Kathmandu Metropolitan City (KMC) Police Chief Rajunath Pandey has been formally asked to provide an explanation following a controversial incident on Chaitra 21, where Chief Administrative Officer (CAO) Saroj Guragain was allegedly obstructed from entering his office.
In the clarification letter issued to Pandey, Guragain claims he was prevented from attending office duties by the KMC police force, despite being accompanied by Deputy Mayor Sunita Dangol, ward chairpersons, and executive members.
The letter further states that the officials present made repeated requests to unlock the CAO’s office, which were ignored.
The explanation demand raises serious questions, including why the CAO’s vehicle was wheel-locked, why city police created panic at the premises, and why the public representatives reportedly behaved in a rude and obstructive manner.
The dispute follows Guragain’s earlier leave of absence related to the Kathmandu View Tower map approval controversy. Tensions reignited when he attempted to return to office.
KMC has also questioned why the attendance book was taken by the CAO and why the police chief allegedly disobeyed official directives, breaching his duties as a municipal employee.
