Federal Parliament to begin debate on principles & priorities of upcoming budget

KATHMANDU: Both Houses of Nepal’s Federal Parliament—the House of Representatives and the National Assembly—are scheduled to convene today to begin deliberations on the principles and priorities of the Appropriation Bill for the upcoming fiscal year 2082/83 (2025/26), excluding tax proposals.

The meeting of the House of Representatives has been called for 11:00 AM, while the National Assembly will convene at 1:15 PM.

According to Padma Prasad Pandey, Secretary General of the Federal Parliament Secretariat, both Houses will begin discussions based on a common agenda.

Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel had presented the principles and priorities of the Appropriation Bill in the House of Representatives on Baisakh 28.

On the same day, the Parliament endorsed the government’s policy and program by a majority vote.

The upcoming discussions in Parliament are expected to play a crucial role in shaping the framework of the national budget.

This debate will lay the foundation for the full budget for the next fiscal year and is seen as pivotal in setting the government’s economic direction.

The government has already indicated that the upcoming budget will prioritize sectors such as development spending, inclusive growth, infrastructure expansion, and social security programs.

According to sources at the Ministry of Finance, feedback from the parliamentary debate will help refine and finalize the draft of the Appropriation Bill, making it more structured and comprehensive.
