Lekhak eyes consensus on Civil Service Bill disputes
Minister Lekhak stated that consensus had been reached on all major issues except the duration of the cooling-off period and the upper age limit for service.

KATHMANDU: Home Minister Ramesh Lekhak has expressed confidence that remaining disagreements over the duration of the cooling-off period and retirement age in the Federal Civil Service Bill will be resolved through consensus.
Speaking at a meeting of the State Affairs and Good Governance Committee in Singha Durbar on Sunday, convened to discuss the final draft report of the Federal Civil Service (Formation, Operation, and Terms of Service) Bill, 2080, Minister Lekhak stated that consensus had been reached on all major issues except the duration of the cooling-off period and the upper age limit for service.
“There is no dispute over having a cooling-off period; the only issue is determining its length,” Lekhak said. “Similarly, there is broad agreement on increasing the retirement age from 58 to 60, with only minor differences remaining on how to implement it in phases.”
He emphasized that parliamentary tradition favors passing bills through consensus, and the government aims to uphold this approach for smoother implementation. “As the government is the bill’s proponent, a consensus among lawmakers will ensure that the legislation is mature and more effectively enforceable,” he added.
