Neupane backs realistic, reform-focused fiscal policy

KATHMANDU: Chief Whip of the CPN-UML, Bhagwati Neupane, has expressed strong support for the government’s annual policy and program for the upcoming fiscal year 2082/83, stating that it marks a significant departure from past development approaches and embraces a more scientific and realistic framework.
Speaking during today’s session of the National Assembly, Neupane noted that the new policy document is grounded in practicality and relevance, leaving little room for political opposition. “We cannot ensure prosperity and happiness for our citizens by maintaining the status quo,” she said, emphasizing that the policy acknowledges long-standing weaknesses in the country’s development model.
Neupane highlighted that out of the 18,000 federal projects, many remain stalled or unnecessary, hampering progress. She praised the policy for, for the first time, recognizing the need to change Nepal’s development paradigm to achieve meaningful outcomes.
She also asserted that the policy incorporates suggestions raised in previous parliamentary discussions, and only includes commitments that are realistically implementable. “This year’s plan does not just make promises — it is built for execution,” she added.
Neupane further pointed out several strengths of the policy, including its focus on strengthening the federal democratic republic, resisting regressive revivalism, safeguarding the constitution, and ensuring political stability.
The new policy has been widely viewed as a strategic move toward more accountable governance and results-driven development planning.
