NC Vice President Gurung calls for all-party committee to amend constitution

KATHMANDU: Nepali Congress Vice President Dhanraj Gurung has proposed the formation of an all-party committee to initiate the process of amending the constitution, stating that mere reviews are no longer sufficient after a decade of implementation.
Speaking at Tuesday’s meeting of the House of Representatives during deliberations on the government’s policies and programs for the upcoming fiscal year, Gurung emphasized the need for national consensus in the constitutional amendment process.
He said, “The constitution has been in effect for ten years now. It’s time we move from reviewing to amending it.” Gurung stressed that an all-party mechanism would be the most appropriate way to forge agreement on necessary changes.
Gurung also called for electoral reform, particularly in the proportional representation system.
He proposed removing the closed list system under which 110 members of the House are elected, arguing that the current model lacks transparency and public accountability.
Additionally, the NC Vice President urged the government to form a high-level investigation commission to probe past corruption cases and ensure those involved are brought within the legal framework.
