KATHMANDU: The government is preparing to introduce a new bill aimed at ensuring transparency and uniformity in service delivery and pricing across federal hospital development committees.
Minister for Health and Population, Pradeep Paudel, presented the proposal for the Integrated Hospital Operation and Management Bill, which received in-principle approval from the Cabinet meeting held last Wednesday.
The bill seeks to address discrepancies in service charges, lack of transparency in expenditure, and inconsistencies in staff recruitment and permanent appointments within federal hospital committees.
Currently, separate hospital development committees operate under different rules and pricing systems, even among hospitals of the same federal tier.
To resolve these issues, the new legislation will propose a unified policy and operational framework under one legal structure.
It will also regulate the use of internal hospital revenue, which varies widely among institutions.
The Ministry aims to curb unnecessary administrative expenses, which have reportedly been increasing in some cases.
According to Ministry Spokesperson Dr. Prakash Budhathoki, following the Cabinet’s approval, the bill drafting process will move forward. “The drafting will proceed with consultations from experts,” he said.
