KATHMANDU: The Parliamentary Committee on State Affairs has approved the draft report of the Bill concerning the formation, operation, and terms of service of the Federal Civil Service.

During today’s meeting, the committee failed to reach a consensus on how long civil servants should wait after leaving service before being eligible for appointments to constitutional commissions or other public offices.

As a result, the committee could not proceed with other matters.

After the meeting, Chair Ramhari Khatiwada commented on the lack of agreement among ruling party MPs regarding the “cooling period” and the differing views of the main opposition.

He stated, “There is no pressure from the party; we are committed to making laws independently. When MPs present themselves along party lines, it creates difficulties. We must focus on making decisions that benefit employees, society, and the country, rather than being guided by party or caste interests.”

Chairman Khatiwada further explained that the draft report has been distributed to all members, and it will be amended based on their suggestions before being passed in the next meeting.
