Federal Civil Service Bill nears final stage

KATHMANDU: The long-deliberated Federal Civil Service Bill, under discussion in the House of Representatives’ State Affairs and Good Governance Committee for nearly nine months, has reached its final stage.

According to Committee Chairperson Ramhari Khatiwada, key issues such as the retirement age of civil servants, cooling-off period, the status of additional secretaries, and the deployment of federal secretaries and executives to provincial and local levels for up to ten years have been nearly finalized.

“Most matters have been addressed. We are preparing to table the bill in the upcoming parliamentary session,” Khatiwada stated.

A subcommittee, led by Nepali Congress lawmaker Dilendra Prasad Badu, was formed to hold in-depth discussions on the bill.

The committee has engaged in multiple rounds of intensive discussions with experts, government officials, constitutional commissions, trade unions, and other stakeholders.

Considered crucial for the implementation of administrative federalism, the bill has undergone a thorough review since it was introduced in the committee nine months ago.

In today’s meeting, Chairperson Khatiwada expressed efforts to finalize the bill by building consensus. “We have initiated efforts to resolve dissenting opinions through consensus. The goal is to achieve broad agreement on the bill,” he said.

Subcommittee member Badu also briefed the committee on the outcomes of the subcommittee’s deliberations.
