MP Badu: Dual benefits for govt staff to be legally stopped

KATHMANDU: Nepali Congress lawmaker Dilendra Prasad Badu has said that a legal provision is being introduced to prevent government employees from receiving dual benefits.

Speaking at a meeting of the State Affairs and Good Governance Committee under the House of Representatives on Monday, MP Badu stated that currently, some government employees are drawing dual benefits—receiving pensions after retirement while also enjoying perks from new government appointments.

He emphasized that due to the absence of clear legal provisions, some have even been taking triple benefits.

He clarified that new legal provisions will ensure that such dual facilities are no longer permissible. Although there has been some misinterpretation and propaganda regarding the issue, Badu stated that once it is clearly written in law, such problems will be resolved.

However, he opposed the idea of stripping pension rights from employees convicted in criminal cases. He warned that denying pensions for minor corruption-related convictions could unfairly punish the families of the convicted, amounting to double punishment.

MP Badu also noted that the civil service promotion system is functioning well, with provisions allowing Nayab Subbas (non-gazetted officers) to be automatically promoted to the sixth level, and to the seventh level after 12 years of service.

He said there are no hurdles in career progression or promotions for civil servants under the current framework.
