Three bills tabled in National Assembly

KATHMANDU: The National Assembly’s session was temporarily adjourned for 15 minutes today due to discrepancies between the provisions of the National Assembly Rules of Procedure, 2075, and the House of Representatives Rules of Procedure, 2079, regarding the replacement bill.

During today’s session, Communication and Information Technology Minister Prithvi Subba Gurung, representing Prime Minister KP Sharma Oli, presented a proposal to discuss the “Bill to Amend Certain Nepal Acts Related to Promoting Good Governance and Public Service Delivery, 2081” received with a message from the House of Representatives.

As the discussion on the proposal began, Member of Parliament Renu Chand raised an objection, citing Rule 93 of the National Assembly Rules of Procedure, 2075, which states that bills introduced through ordinances should be brought into Parliament as replacement bills. She pointed out that since the term “replacement bill” was not included, a discussion could not proceed. Following her objection, National Assembly Speaker Narayan Prasad Dahal announced the adjournment of the session, stating that the provisions in the rules of procedure conflicted, necessitating further deliberation.

“The bill has been sent with a message from the House of Representatives. According to the House of Representatives Rules of Procedure, the bill was sent accordingly. However, there is a discrepancy with the provisions in the National Assembly Rules of Procedure, which are slightly different. We must adhere to the National Assembly’s rules,” Speaker Dahal explained. “We need additional time for further discussions, so the session will be adjourned for 15 minutes.”

Three other bills were tabled in the National Assembly today, including the “Bill to Amend Certain Nepal Acts Related to Improving the Economic and Business Environment and Promoting Investment, 2081,” the “Privatization (First Amendment) Bill, 2081,” and the “Economic Procedures and Financial Responsibility (First Amendment) Bill, 2081,” all of which were received from the House of Representatives with a message.
