Fifth section of the Civil Service Bill passed

KATHMANDU: The Federal Civil Service Bill’s fifth clause has been unanimously passed by the State Affairs and Good Governance Committee.

During a meeting held at Singha Durbar on Wednesday, the committee agreed on all services mentioned in Clause 5, excluding health and parliamentary services.

Committee Chair Ramhari Khatiwada stated that health and parliamentary services were put on hold for further discussion.

Members of the committee had proposed that parliamentary and health services should also be included within the civil services.

However, the Prime Minister’s Office and the Ministry of Law, Justice, and Parliamentary Affairs argued that these two services have unique characteristics and should remain under separate laws.

Chair Khatiwada confirmed that Clause 5 was passed with the provision for further detailed discussions on health and parliamentary services.

The 11 services previously approved include: Nepal Administrative Service, Nepal Audit Service, Nepal Forest Service, Nepal General Service, Nepal Education Service, Nepal Economic Planning and Statistics Service, Nepal Engineering Service, Nepal Agricultural Service, Nepal Judicial Service, and Nepal Foreign Service.
