Energy Minister clarifies no ‘setting’ in hydro share sales

KATHMANDU: Energy, Water Resources, and Irrigation Minister Deepak Khadka has clarified that there was no “setting” involved in the sale of shares in the Kimathangka Arun and Mugu Karnali hydropower projects.

Speaking at the Infrastructure Development Committee of the House of Representatives on Friday, Minister Khadka stated that the government has been working on a 10-year framework for hydropower production.

He emphasized that in order to achieve the targets outlined in the framework, it is essential to move forward with projects.

The Minister refuted claims in the media about the Kimathangka Arun, Jagdulla, and Mugu Karnali hydropower projects, calling the reports misleading. He stressed that the energy ministry is committed to accelerating all government projects to meet the set targets.

Khadka further explained that if all projects are not expedited, the goal of producing 28,500 MW of hydropower within 10 years would not be achievable. He emphasized the need for timely completion of all projects to meet the target.

He pointed out that without simultaneous progress on all projects, some may take up to 12 years to complete. For the 25,000 MW hydropower target, an investment of Rs 6.2 trillion is required, and many projects need to be advanced at the same time.

The Minister also mentioned that as the government cannot build large hydropower projects on its own, there is a necessity to involve foreign investors.

Regarding the Jagdulla hydropower project, he clarified that the ministry has not held any discussions with contractors about the project’s tender. Khadka also highlighted the challenges posed by the Supreme Court’s directive, which bars projects in protected areas and mandates the removal of existing ones. This will affect projects amounting to 16,000 MW, and the government must find a solution.

On the issue of share sales in the Kimathangka Arun and Mugu Karnali hydropower projects, Khadka reaffirmed that he has acted with no malicious intent.
