KATHMANDU:The Nepali Congress and the second-largest party, CPN-UML, have reached a seven-point agreement to form a new coalition.

This agreement includes signatures from Nepali Congress President Sher Bahadur Deuba and CPN-UML Chair KP Sharma Oli.

According to the agreement, KP Sharma Oli will lead the government for the first two years, followed by Sher Bahadur Deuba assuming the Prime Ministership until the next election.

The coalition invites other parties to join in forming a national consensus government, aiming to work on constitutional amendments, including electoral system reforms, to address public dissatisfaction.

The seven-point agreement outlines the following key points:

  1. KP Sharma Oli to serve as Prime Minister for two years, followed by Sher Bahadur Deuba until the next election.
  2. CPN-UML to lead in Koshi, Lumbini, and Karnali States, while Nepali Congress to lead in Bagmati, Gandaki, and Sudurpaschim States. Additionally, a Madhesi-centric party to lead in State 2.
  3. Reforming the constitution to ensure proportional representation in the National Assembly and electing the Vice President as the Chairperson of the Assembly.
  4. Re-evaluating the seat distribution between the House of Representatives and the National Assembly.
  5. Increasing the number of wards while reducing the total number of municipalities from 753 to enhance efficiency.
  6. Forming a committee under former Chief Justice Kalyan Shrestha to review constitutional amendments.
  7. Retaining the provision of proportional representation in provincial assemblies by removing the provision favoring a specific side.
