‘No Objection Certificate’ can be obtain from home

The branch has made the service delivery faceless, paperless, and cashless as of today, so that the overseas study approval letter can be downloaded via the computerized system.

KATHMANDU: The Foreign Study permission Branch (NOC) of the Ministry of Education, Science, and Technology has launched an electronic method for obtaining a foreign study permission.

On Monday, a program was planned at the NOC office, and the process of obtaining the overseas study approval letter via the electronic system was begun.

The branch has made the service delivery faceless, paperless, and cashless as of today, so that the overseas study approval letter can be downloaded via the computerized system.

Speaking at the event, Education, Science and Technology Minister Ashok Kumar Rai said that it is commendable that students who want a no objection certificate do not need to ask their parents and can fill the form at home and print out the certificate themselves.

He stated that students will now be able to pay the NOC firm’s costs from home. He stated that because 40 percent of the work is still needed to complete this procedure, plans are being made to accomplish it as quickly as possible.

He said, ‘Students who want a no objection certificate do not have to ask their parents, they can fill out the form from their own computer and print out the certificate themselves, it is a commendable thing to enter into a system where they can pay from there. It has not gone to 100 percent, 40 percent is still left. But after a process has been started, everything will be done gradually, the Ministry of Education will start it. This service needs to be continued and regularized. There was a need to bring it to the records of the Ministry of Education, and that situation has come after the release of the guidelines. I believe that there will be a record of how many students have gone, which university the students have gone to, and what they are doing by tracking the situation.’

Similarly, Rama Krishna Subedi, Secretary of the Ministry of Education, Science, and Technology, stated that the start of faceless, paperless, and cashless transactions starting today is a source of joy for Nepalese.

He claims to be running a drive to render Nepal faceless, paperless, and cashless. He stated that other agencies should now begin offering their services through an online approach as well.

‘From today, we have begun faceless, paperless, and cashless operations from this NOC branch, which is provided by the Ministry of Education,’ he stated. Today is the first day, and I thought we should make it faceless, paperless, and cashless; we finished it today. Our plan is to eliminate all paper, cash, and human interaction. It began with our agency, and it should continue at other levels; it will take time, and a positive message should be delivered properly.’

There is a provision in sub-sections (3) and (4) of Section 7 of the Foreign Study Approval Guideline, 2079 to make the service flow anonymous, cashless, and paperless so that the service recipient can download their foreign study approval letter utilizing the electronic system.
