It is inappropriate for caretaker govt to introduce an ordinance: Gagan
On Monday afternoon, Gagan stated on social media that the government is unable to bring an ordinance to carry out the work.

KATHMANDU: The ordinance proposed by the government, according to Nepali Congress (NC) General Minister Gagan Thapa, is false.
On Monday afternoon, Gagan stated on social media that the government is unable to bring an ordinance to carry out the work.
He stated that the government does not have the authority to pardon the accused in the current court case. He stated that if a pardon is required, the parliament can do so by amending the law. He also stated that it is the party’s opinion, not this individual’s.

General Minister Bishwa Prakash Sharma’s viewpoint on the subject and process of the government’s decision to bring the ordinance is entirely correct. This is not only my or Bishwa Prakash Sharma’s opinion, but also the NC Party’s.
As the party has previously decided that bringing such an ordinance is completely wrong. Currently, there has been no discussion or decision within the party about this ordinance.
As a result, the party’s stance in the past remains unchanged today. As a result, the party cannot bear the burden of the government’s bad decision. The NC’ position on this ordinance is unequivocal:
- The Ordinance is legally, politically and morally wrong. It is unconstitutional and undemocratic and against the spirit of parliamentary system.
- The current government is temporary, it cannot take decisions of far-reaching importance. This government does not have the legal and constitutional status to bring an ordinance. Its subject and intention are wrong.
- The government cannot withdraw the case pending in the court. Considering that this is a political issue, the new parliament can move the process forward by enacting a law.
- The executive has interfered with the jurisdiction of the courts and parliament, so the government should immediately withdraw the ordinance.
