NBA Chair Ghimire reminded the work, duties & rights of General Secretary

KATHMANDU: Chairperson of Nepal Bar Association (NBA) Gopal Krishna Ghimire has said that the Secretary General of the Parliament does not have the right to write a letter suspending the impeachment.
He stated this while taking part in a debate on the writ filed against Chief Justice Cholendra Shamsher JB Rana’s suspension letter issued by General Secretary of the Federal Parliament Bharatraj Gautam.
The Secretary General does not have the authority to write a letter of dismissal of the suspension, according to Section 9 of the Federal Parliament Secretariat Act. In other words, he reminded the audience of the General Secretary of the Parliament’s work, duties, and rights during the debate.
The duties and powers of the Secretary General of the Parliament are outlined in Section 9 of the Federal Parliament Secretariat Act.
Where it is stated that “in addition to the work, duties, and rights of the Secretary General as specified in the current law, he acts as the administrative head of the Secretariat, acts related to the appointment, retirement, and punishment of Parliament Service employees, and acts related to the operation and management of the Secretariat in accordance with the instructions.”
In addition, the Secretary General is in charge of preparing the Parliament’s and the Secretariat’s annual budgets, programs, and plans.
Expenditure the allocated budget for the Parliament and the Secretariat and carry out work related to financial administration, carry out work related to the physical construction and improvement of the Secretariat, maintain relations with friendly countries, foreign diplomatic missions and international bodies, national and international organizations and exchange support, establishing coordination between the Secretariat and other bodies, overseeing and taking care of the movable and immovable assets of the Parliament and the Secretariat, and making necessary arrangements for the smooth operation of the work of the Parliament and the committees of the Parliament are also within the duties and powers of the Secretary General.
