KATHMANDU: The National Independent Party has unveiled its election manifesto.

During an event on Thursday, Party chairperson Rabi Lamichhane released a manifesto titled ‘Bacha Patra (promise letter)’ for the election.

Such is the party’s view on the form of government:-

A. President: Descendants who have completed 10 years of not joining any political party or receiving political benefits should be Nepali citizens. The President is elected from a large electoral body consisting of the ward president and the federal parliament.

B. Vice President: The President of the National Assembly shall be the ex-officio Vice President.

C. Federal Government: Prime Minister directly elected by the people.

D. State Government: The Chief Minister will be directly elected by him. The Chief Minister shall appoint a Deputy Chief Minister of a different gender. A district head will be appointed by the Chief Minister to be a member of the State Council of Ministers and to coordinate the municipality. The state head will be dismissed. Oath to be administered by the Head of State shall be administered by the President. The district coordination committee will be abolished. The state government will be accountable to the state council.

E. State Council: The members of the Municipal Assembly within the province will form a state council of 21 to 35 members by electing from among themselves on a proportional inclusion basis. The session of the State Council will be convened by the Chief Minister. The session of the state council is held twice a year. One session will be for policy, program and budget and the other will be bill session.

F. Empowered National Proportional Inclusion Promotion Commission: An empowered National Proportional Inclusion Promotion Commission will be formed by covering the currently established inclusion related commissions and including the clusters specified by the constitution.

G. National Assembly: A person who has not joined any party for at least 6 years can be a member. The National Assembly should be inclusive. The National Assembly will have 35 members. Members of the National Assembly will be elected from a large electoral body consisting of members of the House of Representatives from the ward president.

H. Constitutional Council: Constitutional Council abolished. To appoint persons recommended by the majority of the National Assembly to constitutional bodies after hearing in the House of Representatives.
