KATHMANDU: The Election Commission has so far asked 71 people who violated the code of conduct for an explanation. Chief Election Commissioner Dinesh Kumar Thapaliya stated at a press conference held by the Commission on Wednesday that 71 people have been asked for clarification.

Similarly, Chief Commissioner Thapaliya stated that if candidates and parties violate the commission’s code of conduct while campaigning for elections, they can be prosecuted at the local level.

He stated that the penalty and fine for those who violate the Election Code of Conduct will be decided by the Commission. The Commission has also stated that expenses related to candidate election cannot be borne by others.

He also stated that the second phase of election campaigning can begin on Nov 3, and that people in public positions should seek permission from the commission before going on election campaigning. Similarly, the Commission has stated that people in public positions are not permitted to use government vehicles while campaigning for elections.

It has been arranged that the ministers of Nepal government and state government can participate in the election campaign with the consent of the commission. The Election Commission does not limit the right to travel to any part of Nepal guaranteed by the Nepalese Constitution.

Honorable Prime Ministers, Ministers, and State Ministers in public positions, on the other hand, can travel with permission. “No government resources should be used in this manner,” said Chief Commissioner Thapaliya. The commission has also stated that it will audit the election expenses incurred by parties and candidates.

The Commission requires candidates to submit election expenses within 15 days of the conclusion of voting.
