KATHMANDU: The CPN-Maoist Center has proposed that Nepalis living abroad be granted voting rights in the upcoming elections. It is proposed to include such a provision in the manifesto, which will be released at the party’s central office in Parisdanda on Monday.
The Maoists have also promised to implement a system in which an executive president is directly elected with 51% of the vote and a cabinet is formed by the president.
It has also changed the system of the Prime Minister being elected by Parliament to the Presidential system being directly elected by the people.
Maoists have insisted on using the presidential system to determine political stability, government stability, and prosperity. Even during the constitution-making process, the Nepalese people expressed their desire to change the government system, so the policy was implemented to change the government system in order to make the democratic republic effective.
It has been proposed that an executive president be directly elected by 51 percent of the union, with the president forming a cabinet. The importance of the Parliament being completely focused on the legislative sector has been emphasized.
Similarly, the leader claims that a provincial assembly centered solely on legislative matters is proposed, with a directly elected state chief and a cabinet led by the state chief, as in the Union. It has been proposed to form a 165-seat House of Representatives, a 55-seat National Assembly, and a 330-seat State Assembly, according to sources.
The previous provision of increasing the number of ministers without increasing the number of ministers in the union and 15 percent of the total MPs in the state has been maintained in the manifesto.
