What happens if the Citizenship Bill is not passed by September 17?

The Federal Parliament’s Nepal Citizenship (First Amendment) Bill has been sent to President Bidya Devi Bhandari for the second time for approval.

The Citizenship Bill, which the President sent back to Parliament for reconsideration, was revalidated after the House of Representatives and National Assembly passed it as is.

She initiated internal discussions after the bill was sent for revalidation without addressing President Bhandari’s concerns.

The question of what will happen to this bill if it is not ratified by Sept 17 has begun to arise. The House of Representative’s term ends on Sept 17.

The bill was sent to the President for certification on the same day it was certified by the Speaker of the House of Representatives, Agni Prasad Sapkota.

Article 113, Clause (4), empowers the President to return a non-financial bill to the House with a message for reconsideration within 15 days. However, if both Houses reconsider the bill and send it back to the President, he will be unable to certify it.

However, the President is dissatisfied because his 15-point suggestions to reconsider the Citizenship Bill were not addressed. The constitution does not specify how long the bill will be verified.
