HoR Meeting: Agenda to pass prison bill with reproductive rights for prisoners

KATHMANDU: The Federal Parliament House of Representatives (HoR) is meeting today. According to the Parliament Secretariat, the meeting has been scheduled for 1 p.m.

The Prison Bill, 2076, will be submitted for discussion at today’s meeting, and an agenda for its passage will be proposed.

The State Order and Good Governance Committee passed this bill in 2078 Baisakh (April/May), after it was registered in Parliament on 2076 Mangsir 29 (15 December 2019).

The bill that was passed includes the concept of open prisons and the right of prisoners to reproduce. The bill also includes provisions granting prisoners marriage and reproductive rights. Reproductive rights are addressed in Section 23 of the Bill.

According to reports, the prison administrator will make appropriate arrangements to protect prisoners’ reproductive rights.

Similarly, the Education and Health Committee’s report on the Yogamaya Ayurveda University Bill will be presented.

The National Assembly’s amendment proposal to the Madan Bhandari Science and Technology University Bill is also on the agenda for today’s meeting.
