Government is not yet ready to sign SPP agreement: Law Minister
He stated that the US military could not enter Nepal without the permission of the Nepalese government.
KATHMANDU: Govinda Prasad Sharma Koirala, Minister for Law, Justice, and Parliamentary Affairs, has stated that no government is prepared to sign the SPP agreement.
Responding to a question raised during the House of Representatives debate on the Appropriation Bill on Wednesday, Minister Koirala stated that no party or government had requested the agreement and urged members not to be confused.
He stated that the US military could not enter Nepal without the permission of the Nepalese government. He claimed that rumors of an SPP agreement were being spread in order to discredit the government.
Koirala also urged the US government not to be confused about whether the declaration was part of the agreement, as it welcomed the MSC agreement’s interpretive declaration on the same day it was passed by the parliament.
He stated that the law must be reformed in order to complete the remaining transitional justice work that has been neglected for a decade and a half. He stated that the law commission is looking into the time limit for rape.
