HoR endorses four ordinances

KATHMANDU: DEC. 22 – Today’s meeting of the House of Representatives (HoR) endorsed four ordinances including Nepal Police, Provincial Police (Operation, Coordination and Supervision) first amendment ordinance-2078 BS by a majority vote.

The meeting held despite the protest from the major opposition party CPN (UML) endorsed the ordinances such as Social Security (First Amendment)-2078 BS, Acid and Other Harmful Chemicals (Regulation) Ordinance-2077 BS and Railway Ordinance-2078 BS.

The meeting had disapproved the notice put by Nepal Workers Peasants Party’s parliamentarian Prem Suwal seeking rejection of these ordinances.

Responding to the queries raised during the notice against the ordinances, Minister for Communication and Information Technology Gyanendra Bahadur Karki, on the behalf of the Minister for Home Affairs Bal Krishna Khand, said that the ordinance relating to police was introduced for special security arrangement for the country’s federal capital-Kathmandu.

Minister Karki said that since the implementation of all ordinances were of pressing need, the ordinances were presented seeking endorsement. Similarly, Minister for Physical Infrastructure and Transport Renu Kumari Yadav said that the Railway Ordinance-2078 BS was necessary for forming Railway Board and to take forward other related works.

Parliamentarian Suwal demanded that the demands raised by the major opposition in the parliament should be addressed. He commented that the practice of speaker of the HoR allowing holding the meeting of the parliament despite the obstruction and the major opposition party also allowing to run the meeting would weaken democracy.

Suwal criticized the anomalies surfacing in the judiciary of the country and the lack of clarity on the part of the government on the Millennium Challenge Corporation compact. He also denounced the incidents of cheating in exams of various educational institutions.

The next meeting of the HoR is scheduled at 1 pm on January 2, 2022.
